Is Russia operating under a nuclear umbrella in Georgia?

He immediately -- this was at the Great Hall -- he immediately met with President Putin. They had a discussion. The President then engaged with his national security staff continuously over the last two days.”
The SS-21 carries 120KG of conventional explosives or tactical nukes, which begs the question why would the president need to be immediately notified if they believed them to be carrying 240KG of explosives?
